As I outlined in the OOC Intro post: you control your character, but they can interact with other players' characters as well. In scenes like that, you make write dialogue or action for another player's character. This is why we have character profiles - so that we can understand enough about other players' characters to convincingly write their part in a scene if need be, without making them do anything out-of-character. If you want to collaborate, you can arrange things with other players on the DL via private messaging or in this thread. The limitations are that you can't cause anything major to happen to another character without the other player's permission. E.g. you can write that they received small wounds in a battle, but not that they got stabbed in the heart and died (unless they're immediately healed). You would not write that someone's honest character suddenly did some underhanded dealings with you.
When starting out, you probably wouldn't include other characters in your initial post unless the players has established where their character is (e.g. everyone now knows where mine is). But unless you arrange it with the other player beforehand, or they've already posted, you wouldn't place their character somewhere in your initial post. Does that answer your question?
I'm not saying the other player's characters. But rather characters that we start off with. My scenario for instance. I would have some guards and possibly a villain that was responsible for Alyssa's capture. Could I control him?
Unless I missed something, Tjebu wasn't really laid out beyond "Theocracy with lots of magic that worship Vollor." I don't remember seeing anything about what kind of God Vollor is either. Both are rather important for Halina, so I'm going to be making that stuff up fairly early. Is there any framework for either Vollor or Tjebu, or am I just working with an open slate here?

Yes, I will be posting soon, sorry. Had a bunch of stuff happening recently, so I haven't been able to just sit down and write in a bit.
Funkyjim, with regard to Tjebu, one of the posts at the beginning of the OOC that details the geography and borders also deals with the basics of the religion - namely that the Vollorians believe in a trinity-style deity, they don't proselytise, and that the Speaker rules Tjebu as Vollor's 'mouthpiece'.
Tjebu Theocracy A small nation, Tjebu territory ends at the River Tadek. Tjebu is known for its powerful mages and religious fervour. The tiny city-state, which was once a part of Wadjit, broke away from the rest of the territory two hundred years ago. The Speaker rules Tjebu, and it is believed that the Speaker is the earthly mouthpiece for the ancient god Vollor, and is considered the physical part of Vollor's trinity. Vollarian - the religion of Tjebu - is not a religion of proselytism. Converts are not actively sought, though willing converts are welcomed.
As you said, this leaves plenty of room for you guys to use your imagination as far as the society goes. Just remember that it broke away from Wadjit - so it's probably very similar, just a bit more touchy about their religion. In the main Intro post, I mention that "Tucked away behind the Spines of Mizdah, and protected by powerful defensive spells, the Tjebu Theocracy quietly endures, its only cares academic and theocratic". If Tjebu has held its own against other warring city-states for two hundred years, you can bet that its mages are extremely skilled in defensive magic - perhaps even more so than the other city-states.
As far as the plot of this RP goes, we will be dealing a little bit with Tjebu, but it will have more to do with the leadership than anything. So whatever your plans for Halina, try not to include the Speaker or mess with the basics of the society outlined in the intro post. Other than that, you should be fine.
